 It all depends on the woman and how she's wired.

I've heard people say that smaller breasted women have more sensitive breasts. Mine are big and they have always been sensitive (lucky me! lucky guys I've been with). I've never had an orgasm but I've come close.

Of course, I've never known of a woman who doesn't enjoy breast play to some extent of another; but I've known women with large (natural) breasts who were sensitive and some with smaller ones who were less so.
